Supervisor, Licensing and Regulatory Compliance

The Supervisor, Licensing and Regulatory Compliance is responsible for managing and ensuring compliance of the Company’s various business licenses for all retail, dining, and duty-free establishments. This person works within the legal department to support a strong legal team at the heart of a growing company.

DUTIES AND RESPONSIBILITIES:

License and Entity Management Liaison.

  • Liaise across corporate functions regarding licensing and entity management needs, workflows, and resulting strategy.
  • Provide comprehensive support as central point of contact for voluminous inquiries involving licensing and entity management from business partners, either providing resources/answers directly or providing direction to the appropriate resource for support.

License Administration.

Manage the required licenses for new and existing retail, dining, and duty-free establishments in local jurisdictions throughout North America, including but not limited to the following license types:

    • General: Business Licenses, Health Permits, Food Permits and Duty-Free Permit.
    • Highly Regulated: Alcohol and Tobacco Licenses (including review and execution of ABC mandated filings, change notices, etc.)
    • Miscellaneous: e.g. Grease trap permits, burglar alarm permits, and lottery permits.
  • Track, coordinate, and maintain voluminous licenses/permits of company (currently more than 4,500 licenses/permits).
  • Research, review and analyze the jurisdiction-specific licensing requirements to determine which permits/licenses are required, ensure all mandated steps are taken to lawfully obtain such licenses, and confirm compliance with such regulations.
  • Prepare and submit the required license/permit applications; work with business partners to collect, review and analyze the information and documents necessary for each license application.
  • Determine when license applications for new/refurbished locations should be submitted based on the individual construction schedules and needs of the specific establishment.
  • Communicate directly with regulatory agencies when necessary to ensure compliance with licensing requirements.
  • Advise on-site managers on requirements of proper display of licenses and perform both scheduled and random audits to ensure licenses are properly displayed accordingly to each jurisdiction’s laws and regulations.
  • Implement, administer, and maintain the Licensing Compliance Program/Software to ensure adherence to all licensing, regulatory requirements, licensing legal obligations and Company licensing policies and practices.
  • Ensure timely and correct payment of all licensing fees and track all such fees (and any penalties/fines) for budget purposes.

Own Licensing System, Workflows, and SOPs.

  • Develop internal SOPs and documented workflows related to the Licensing Compliance Program and supporting systems/software.
  • Research, develop, and maintain detailed metrics and reporting regarding the licensing function and prepare recommendations based on needs and functional workflows.

Manage Licensing Coordinator. Train, supervise and manage the Licensing Coordinator(s), including but not limited to driving strategic objectives, assigning daily tasks, reviewing work, and ensuring quality work product.

External Counsel Liaison. Manage external counsel for licensing matters and serve as the direct point of contact with counsel in licensing matters. Review all external counsel invoices.

Corporate Entity Management. Provide as needed support and cross train on formation, management and dissolutions of Paradies Lagardere entities, including completing/filing all required documents for formation with applicable Secretary of State entities, filing ongoing annual/required reports, drafting and publishing meeting minutes, maintaining registered agents, and tracking/dissolving entities following cessation of business. Manage ownership of licensing-related requests and/or documents through use of CSC Entity Management, including organizational charts, ownership / corporate documents, etc.

Corporate Records Management. Provide as needed support and cross train on management of corporate records, including organizational charts, capitalization/FEIN charts and corporate minute books (as well as shared electronic document files), as well as updated information on Lagardere Galaxy Portal (parent company tracking solution), as updated at any time.

First Line Legal Support. Provide first-line support with respect to voluminous inquiries to the legal department from business partners.

Team Backup and Support. Learn the roles and duties of other paralegal and license professionals to provide as needed support for each.

POSITION QUALIFICATIONS:

  • 3+ years of experience in licensing administration or contract management
  • Proven strength with respect to Corporate Entities / Licensing / Regulatory Compliance / Record Management
  • Excellent organizational skills, initiative, intuitiveness, detail orientation, responsiveness, interpersonal skills, sensitivity to confidential information, and a can-do attitude.
  • Interpersonal skills to effectively communicate with internal and external parties.
  • Demonstrate attention to detail with strong prioritization and organizational skills to maximize efficiency, ensuring deadlines are met
  • Demonstrate ability to handle confidential and sensitive matters
  • Microsoft Office (Word, Outlook, Excel, PowerPoint), Adobe, legal research, and strong computer skills
  • Preference for previous experience managing CSC License Pro Software or similar system
  • Office and department administration
